While Santa is the main man, Rainier is the secretary of christmas affairs- whether it be gift wrapping, monitoring behavior, tending to the reindeer, or decorating trees- Rainier is technically second in command there. He is immortal as he is made up of Christmas magic and is only the third secretary in his position.
